The Data Governance in Africa Initiative is a programme that aims to support a “development-oriented and human-centric data economy and society in Africa”. The Initiative is part of a broader strategic partnership between the African Union and European Union regarding Digital Cooperation and is seen as a key component of the Joint AU-EU Vision for sustained and sustainable economic growth.
Wehubit's Call for Proposals on Data-driven Digital Social Innovations in Africa falls under this Initiative and is part of a larger collaboration with ESTDEV and HAUS, respectively the Estonian and Finnish development agencies, that are launching a separate, complementary Call with a different set of stakeholders in Africa’s digital & data ecosystems.
Wehubit (Enabel’s Innovation Hub) focuses on governmental institutions and other “not-for-profit“ actors such as academia, Civil Society Organisations, Non-Governmental Organisations (NGOs) and Social Enterprises.
ESTDEV and HAUS will be supporting private sector actors through a partnership/investment brokering facility and capacity building on Investment Readiness. For more information, please visit their websites: HAUS and ESTDEV.
How to apply?
If you are interested in applying for a grant, we invite you to download the guidelines and the introductory note and carefully read all the information regarding the process. These documents contain all the necessary information and instructions to be followed for submitting your project.
If you feel that your project is in line with the guidelines, please go to the online application form and click on the 'APPLY' button.
Within this application form you will be asked to answer questions and upload the required documents (see guidelines). Templates are provided within the webform.
Applicants must ensure that their forms and annexes are complete. Incomplete applications will be rejected.

Tips to improve your chances
The jury is not yet replaced by artificial intelligence. Its members are still working with human brains. Make their life easy by being straight and to the point in your answers.
Clearly read the guiding principles section on our website and apply them in your proposal.
The grant is funded by public money. You are not allowed to identify upfront in your proposal who you will work with unless it is a co-applicant, or a partner (which implies no money transfer). While implementing your project, you will have to look for service and goods providers: apply transparent and competitive selection procedures during implementation.
